Family Planning Project

Family Planning Expansion Project (FPEP) was implemented January of 1999 as a Medicaid project to expand coverage for Family Planning services to low income women and men. The goal of Family Planning is to reduce the number of unintended pregnancies and improve the well being of children and families. If you qualify for FPEP services you will not be billed for contraceptive management services. SHS is staffed by highly qualified health professionals who provide confidential services which include a complete health history and physical exam including a prescribed birth control method ["Cómo elegir un método anticonceptivo" (Spanish PDF)]. You will get answers to your health questions, relationship safety, sexual health concerns, pregnancy testing, pregnancy options counseling, and referrals. All services provided at SHS are confidential.

How Do I Enroll in FPEP?

You will need to go to Student Health Services. The FPEP office is located on the first floor, room 110, across the hall from the Pharmacy. Our office hours are 9:00 a.m. – 5:00 p.m. Eligibility screening takes approximately 10 minutes and you find out if you are eligible at the time you apply for services.

What is FPEP?

FPEP is a program that is funded by the Centers for Medicaid Services and the Oregon State Department of Human Services through a grant. This allows us to provide reproductive health care and contraceptive services to low income women and men.

What Services Will FPEP Provide?

We provide at no cost to qualified clients an annual exam including a pap smear and chlamydia/gonorrhea test. We also provide contraceptives to those clients that request them. It is not a requirement to use contraceptives while receiving FPEP services.

What Birth Control Methods Are Available?

Oral contraceptives, emergency contraceptive, ring, patch, Depo Provera (hormonal injection), *IUD’s (Mirena and Paragaurd), *hormonal implant (Implanon), male and female condoms, diaphragm, and spermicides are methods available to qualifying clients. *There are no insertion or removal charges for IUDs and the hormonal implant. We provide a pregnancy test, chlamydia and gonorrhea test prior to insertion of IUDs. A pregnancy test is provided prior to insertion of a hormonal implant.

What Services Are Not Covered By FPEP?

FPEP does not provide treatment for bladder or urinary tract infections, prenatal care, pregnancy confirmation or STI testing and treatment. FPEP will pay for contraceptive management office visits and services. Call 737-9140 for more information.

Where Can I Go for My Contraceptives If I Am Not Eligible for FPEP?

You can access Student Health Services and primary care health clinics for contraceptive management, family planning and other health care related services. You can also seek services at Benton County Health Department, Community Outreach Inc., and the Corvallis Clinic. Do I Have to Be Using Contraceptives to Enroll in FPEP?

No. Contraceptive use is not a requirement of FPEP. Women’s reproductive health care is still available regardless of sexual activity.

What If I Have Insurance or Am On My Parents Plan?

You do not qualify for FPEP if you have insurance that covers an annual exam AND contraceptive supplies. Students who have Pacific Source Graduate Student Health Insurance through OSU are not eligible for FPEP.

I Am Not a Student at OSU. Can I Still Enroll?

OSU students who are not enrolled for classes and have not paid tuition and fees are not eligible for FPEP at Student Health Services. You can apply for FPEP services through Benton County Health Department or a Health Department in the city or county where you live. Do I Have to Fill Out a New Enrollment Form If I Am Renewing FPEP?

Yes. Clients must complete a new enrollment form annually. This is to help us determine if are still eligible to receive FPEP services.

What Is the Duration of Eligibility for FPEP?

Eligibility, once determined, will remain effective for one year (12 months) from the date of initial determination. Eligibility determined at one site is accepted at all FPEP and/or Planned Parenthood clinics in Oregon.

Why Is There a Citizenship Requirement?

The federal government implemented the Deficit Reduction Act in 2006 which requires us to ask all of our FPEP applicants to show proof of U.S. citizenship and proof of identity before we can provide FPEP services. Applicant’s who provide proof of citizenship will not have to provide documents again. If you do not have your documents you may be eligible for a waiver, call 541-737-9140 for more information.

What Is a Waiver?

A Reasonable Opportunity (ROP) waiver will allow you to access FPEP services for 100 days while you locate your passport or agency certified birth record. If the waiver expires prior to bringing in your citizenship documentation you will need to re-apply for FPEP.

What If I Can’t Locate My Birth Certificate or Passport?

If you were born in Oregon we can check the Oregon Vital Records database to verify citizenship. If you were born outside of Oregon we can assist you in locating your birth record. Call 541-737-9140 for more information.

Does an Annual Exam Count as an Initial Visit?

Yes. A client can schedule an annual exam as their initial FPEP office visit.

How Do I Make an Appointment?

You can call 541-737-WELL (9355) to schedule an appointment by phone or go to Student Health Services, in the Plageman Building next to the Kelley Engineering Center. The scheduling desk is on the second floor across from the main entrance.

Do I Have to Have an Annual Exam to Start Contraceptives?

You will need to meet with your clinician to determine weather you should have an annual exam. Call Student Health Services at 541-737-WELL (9355) to schedule an appointment.

Why Do I Have To See a Clinician Before I Can Get Emergency Contraceptives?

If you are new to FPEP you will need to schedule an “Initial FPEP” office visit and talk with a clinician for contraceptive counseling. This appointment is needed to establish an FPEP record. After the initial visit contraceptives, including Plan B, can be dispensed through the pharmacy. Emergency contraceptives are also available over the counter.

How Long Is an Initial FPEP Office Visit?

These appointments are approximately 20 to 30 minutes long. You must have an initial FPEP visit in order to establish an FPEP account. You can pick up supplies at the pharmacy the same day as the appointment.
